Obama Blocks Chinese Wind Farms in Oregon Over Security - CNBC

President Barack Obama blocked on Friday a privately owned Chinese company from building wind turbines close to a Navy military site in Oregon due to national security concerns, and the company said it would challenge the action in court.

The rare presidential order to divest interests in the wind farms comes as Obama campaigns for a second term against Republican? Mitt Romney, who has accused him of being soft on China.

Ralls Corp, which had been installing wind turbine generators made in China by Sany Group, has four wind farm projects that are within or in the vicinity of restricted air space at a naval weapons systems training facility, according to the Obama administration.

"There is credible evidence that leads me to believe" that Ralls Corp, Sany Group and the two Sany Group executives who own Ralls "might take action that threatens to impair the national security of the United States," Obama said in issuing his decision.

Ralls Corp had filed a lawsuit against the Committee on Foreign Investment in the United States (CFIUS) for ordering it to stop all construction and operations at its projects while the government panel completed its investigation and finalized its recommendation to Obama.

After the decision was announced on Friday, the company said it was confident that the courts would vindicate Ralls Corp's rights under the law and the Constitution.

Sany Group is the parent company of Shanghai-listed Sany Heavy Industry Co., China's largest construction equipment maker and the seventh biggest in the world.

Another group company, Sany Heavy Equipment International Holdings, is listed in Hong Kong. The U.S. court documents name only Sany Group, not the listed companies.

Sany's chairman and controlling shareholder, Liang Wengen, is China's fifth richest man, according to the latest ranking by Hurun Report, down from number one in 2011.

Security Concerns

Although CFIUS reviews dozens of foreign investment deals for potential national security concerns every year, the president is rarely called upon to issue a formal order as companies usually abandon their deals or divest assets when the panel takes issue with their transaction.

The last time a president formally blocked a deal on national security grounds was in 1990 when then President George H.W. Bush stopped a Chinese aero-technology company from acquiring a U.S. manufacturing firm.

"This is a big deal because it is the first time since 1990 that the president of the United States has either blocked a transaction from occurring or divested a transaction that has occurred," said Clay Lowery, a former assistant secretary at Treasury who oversaw the CFIUS process and now is with Rock Creek Global Advisors.

Ralls Corp had hired the George W. Bush administration's top lawyer Paul Clement to help represent the company as well as a former U.S. assistant attorney general, Viet Dinh, who helped the Republican administration develop the Patriot Act. But that appeared to do little to convince the current administration to allow the company to resume operations.

The presidential order gives the Chinese company 90 days to divest all its interests in the projects. However, sources close to Ralls Corp said the company was still evaluating the order and had no immediate plan to unwind its activities.

Only one of the four wind farms was in restricted airspace and CFIUS never came up with a plan that would require the company to only divest interests in that particular project, the sources said.

In addition, the sources said there are other wind farms in the same area also operated by foreigners: one Danish company and another German.

Not a Precedent

Obama's decision comes as two other Chinese companies are vying for CFIUS approval.

China's state-owned oil company CNOOC Ltd [0883.HK? Loading...? ? ? () ? ] is trying to buy Canada's Nexen [NXY.TO? Loading...? ? ? () ? ]in a $15.1 billion deal, and auto parts company Wanxiang Group Corp wants to take over U.S. battery maker A123 Systems Inc.

Though Nexen is based in Canada, the CNOOC takeover is still subject to CFIUS approval because Nexen has extensive business in the United States.

The Treasury Department stressed that Obama's decision was not a precedent for other investments from China or any other country. Acting Commerce Secretary Rebecca Blank said the United States generally welcomed investment from China, but not in every case.

"Particularly when you're talking about China, but there's other countries where this is true too, one has to be worried about national security concerns," Blank said in remarks at the Council on Foreign Relations earlier on Friday.

China's Minister of Commerce said this week that the country's state-owned companies act in the same way as privately owned firms.

Neither Sany Group's headquarters nor the Ministry of Commerce could be reached for comment on Saturday.

The decision to block Ralls Corp and Sany echoes some of the difficulties China's largest telecom equipment manufacturer, Huawei Technologies Co, has faced in its efforts to crack the U.S. market.

CFIUS has blocked three deals by Huawei in recent years. Last year Huawei dropped plans to buy assets from 3Leaf Systems, a computer services company, after problems with CFIUS.

Like Sany, Huawei is privately owned, but CFIUS expressed concerns about informal links between Huawei's founder and CEO, Ren Zhengfei, and the Chinese military. Ren retired from the military in 1984, and Huawei says he has not maintained ties.

Less high-profile Chinese deals in the U.S. are often approved.

"There have been many Chinese investments in the U.S. that have gone through without trouble," said Benjamin Powell, a former general counsel to the director of national intelligence who is now a partner at Wilmer Hale.

Indiana Jones (Harrison Ford) is no ordinary archeologist. When we first see him, he is somewhere in the Peruvian jungle in 1936, running a booby-trapped gauntlet (complete with an over-sized rolling boulder) to fetch a solid-gold idol. He loses this artifact to his chief rival, a French archeologist named Belloq (Paul Freeman), who then prepares to kill our hero. In the first of many serial-like escapes, Indy eludes Belloq by hopping into a convenient plane. So, then: is Indiana Jones afraid of anything? Yes, snakes. The next time we see Jones, he's a soft-spoken, bespectacled professor. He is then summoned from his ivy-covered environs by Marcus Brody (Denholm Elliott) to find the long-lost Ark of the Covenant. The Nazis, it seems, are already searching for the Ark, which the mystical-minded Hitler hopes to use to make his stormtroopers invincible. But to find the Ark, Indy must first secure a medallion kept under the protection of Indy's old friend Abner Ravenwood, whose daughter, Marion (Karen Allen), evidently has a "history" with Jones. Whatever their personal differences, Indy and Marion become partners in one action-packed adventure after another, ranging from wandering the snake pits of the Well of Souls to surviving the pyrotechnic unearthing of the sacred Ark. A joint project of Hollywood prodigies George Lucas and Steven Spielberg, with a script co-written by Lawrence Kasdan and Philip Kaufman, among others, Raiders of the Lost Ark is not so much a movie as a 115-minute thrill ride. FirstService Merges Three Residential Management/Preservation ...

As the housing market lurches its way to a presumably inevitable recovery, FirstService Corp., of Toronto, one of the world?s largest property managers, has merged its FirstService Residential Realty, TenantAccess and PropertyAccess subsidiaries, the company announced Tuesday. The combined entity will operate as FirstService Residential Realty, based in Fort Lauderdale, Fla.

The reorganization reportedly makes FirstService Residential Realty the largest provider of ?complete, end-to-end single-family property management services in North America,? although the company is also heavily involved with multi-family.

Jim Warren, FirstService Residential Realty?s chief marketing officer, told Commercial Property Executive that roughly a quarter to a third of the company?s approximately 25,000 units (homes, apartment units and lots) under management are multi-family units.

The company offers services ranging from acquisition, market and property assessments, leasing and evictions through to disposition to such clients as property owners, government-sponsored enterprises, banks, institutional investors and residents.

Greg Tolander, formerly chief operating officer of FirstService Corp. subsidiary Field Asset Services, has been appointed CEO of FirstService Residential Realty.? Danielle Cooney, who previously served as vice president of national operations for FirstService Residential Realty, was named chief operating officer, and Warren, formerly senior vice president with TenantAccess and PropertyAccess, was named chief marketing officer.

?We are going to get extremely aggressive in the multi-family area,? Warren told CPE, and explicitly not just in terms of distressed properties. By leveraging the merged company?s connections within its corporate parent, including those with FirstService subsidiary Colliers International, he said, FirstService Residential Realty aims to provide ?all things rental.?

?This is absolutely a strategic move,? Warren added, noting that ?there is a horizon? on the current market for services relating to foreclosures and REO, as the nation?s shadow inventory of housing shrinks.

Bolstering the rationale behind FirstService?s move is an announcement just last week from the National Association of Realtors. On Sept. 19, the NAR reported that distressed sales (which combine foreclosure sales and short sales) accounted for 22 percent of August home sales nationwide, down from 24 percent the previous month and from 31 percent 12 months prior.

How makers of phones and tablets are faring

Many companies including Nokia and Research in Motion have been struggling to compete with Apple and manufacturers of devices running Google's Android software. That shows in some of the earnings reports released so far for the latest quarter.

Here's a look at how makers of phones and tablet computers are doing:

? July 10: BlackBerry maker Research in Motion Ltd. asks disgruntled investors at a shareholders meeting for patience as it develops new devices to rival the iPhone and Android smartphones. The company reiterates a warning that the next several quarters will be challenging. It also expects to report another operating loss in the current quarter, which ends Sept. 1, as the company cuts prices to sell its older BlackBerry models.

? July 19: Nokia Corp. says its net loss nearly quadrupled in the second quarter on sagging sales of smartphones, which fell 39 percent from a year ago to 10.2 million. The company's stock jumped, however, as sales of low-end phones buoyed revenue and shipments of the new Lumia phones, which run on Windows software and will replace the older smartphone models, were not as bad as feared. In North America, sales of the Lumia phones offset declines in traditional Symbian devices.

Google Inc., which completed its purchase of Motorola Mobility during the quarter, says it saw strengths in North America with Verizon Wireless, driven by the Razr Maxx device. But it says international sales of basic cellphones and mid-tier smartphones declined. Google reiterates that 1 million new Android devices from various phone makers are being activated each day, with more than 400 million activated worldwide.

? July 24: Apple Inc. says it sold 26 million iPhones, 28 percent more than a year ago. It also sold 17 million iPads, an 84 percent increase and a quarterly record. But average selling prices for both products were down.

? July 25: LG Electronics reports a lower quarterly profit as its mobile phone division sank to a loss. Basic handset sales declined while expenses to promote its new smartphones went up. The company says profitability at the mobile communication business will not be too bad for the rest of the year with new high-end mobile device launches due in North America and Japan. But it stops short of guiding investors on when the company can fully turn around its mobile business

? July 27: Samsung Electronics Co. reports another record-high quarterly profit as customers flocked to Galaxy smartphones. Samsung benefited as rivals including Apple had yet to release new models. The performance in mobile phones helped offset a slowdown in other consumer electronics businesses such as televisions.

IDC reports that Samsung has extended its lead over Apple in smartphones. Samsung had a market share of 33 percent in the second quarter, up from 17 percent a year ago. Apple's fell slightly to 17 percent, from 19 percent a year ago. The drop is typical several months after the release of a new iPhone model.

? Aug. 2: Sony Corp. says revenue in its mobile division more than doubled, but that's largely because it took full ownership of Sony Mobile, once a joint venture with LM Ericsson. Had the transaction been reflected in the year-ago quarter, growth would have been about 14 percent. Sony says more people have been buying smartphones rather than the cheaper, basic phones. It's also sold more smartphones, mostly because of strong performance of Xperia S and Xperia acro HD.

? Aug. 3: Taiwan smartphone maker HTC Corp. reports a 58 percent drop in profit, its third consecutive quarterly decline as intensifying competition from Apple Inc. and Samsung Electronics Co. hurt sales. The company had hoped to win back some of its market with the launch of "HTC One" series, which offers users a better camera and music experience. But following the huge popularity of Samsung's Galaxy handsets, the model's key U.S. carrier, AT&T, recently slashed the prices of "HTC One" by half. HTC says the U.S. will continue to be an important market, but that China "will be a key driving force for our future growth."

? Aug. 8: Research group IDC says the success of Samsung's Android phones helped Google's operating system extend its dominance in the smartphone market. There were four Android phones for every iPhone shipped in the second quarter, up from a ratio of 2.5 to 1 in the same period last year. The gains come largely at the expense of BlackBerry phones made by Research in Motion Ltd. and Symbian phones made largely by Nokia Corp. Apple's market share dropped slightly, but the company shipped more iPhones than a year ago.

? Aug. 13: Google says it's cutting about 4,000 jobs at its Motorola Mobility cellphone business and will close or consolidate about one-third of its 90 locations. The reductions represent about 20 percent of Motorola Mobility's 20,000 employees, and 7 percent of Google's overall work force. Two-third of the job cuts will take place outside of the U.S., Google said. The job eliminations come three months after Google bought the once-dominant U.S. cellphone maker for $12.5 billion, chiefly with a view to using its large patent portfolio to bolster its legal defenses.

? Aug. 15: Rating agency Standard and Poor's downgrades Nokia Corp.'s long-term corporate credit rating further into junk status amid concerns over the cellphone company's deteriorating profitability.

? Aug. 16: Samsung Electronics Co. begins selling the Galaxy Note 10.1 tablet in the U.S., the U.K. and South Korea. It has a digital pen and a faster processor than the iPad, but has a lower screen resolution.

Lenovo Group Ltd. says smartphone shipments grew 44 percent for a market share of 11 percent. Lenovo says it sold 5 million smartphones in China in the latest quarter, passing PC sales by number of units for the first time.

? Aug. 23: Sony's cellphone division says it's cutting 1,000 jobs, or 15 percent of its global workforce, mostly in Sweden over the next two fiscal years through March 2014. Sony Mobile Communications says the job cuts are an effort to reduce costs and boost profits. They are part of Sony Corp.'s already announced plan to reduce 10,000 jobs, or 6 percent of its global workforce, by March 2013.

RIM says it has begun showing its new BlackBerry smartphones to wireless carriers around the world, but the struggling company says it is still months away from starting to sell them.

? Sept. 5: Nokia announces two phones running the next version of Windows. Its stock falls 16 percent as investors weren't impressed. The company didn't reveal prices and says only that the phones will be available in the fourth quarter "in select markets."

Motorola, under new owner Google, announces three smartphones borrowing the Razr brand, the name of the hit clamshell phone from 2004. The $99 Razr M is to be in Verizon Wireless stores in a week. Two higher-end models will come later.

? Sept. 6: Amazon.com Inc. announces four new Kindle Fire tablet computers as it steps up competition with Apple Inc. and its iPad. Two of the models have screens nearly as large as the iPad's, at lower prices. Those will start shipping in November, while the smaller, 7-inch models will start selling Sept. 14. Amazon also refreshes its line of stand-alone e-readers.

? Sept. 12: Apple unveils the iPhone 5, with a taller screen and the ability to connect to faster data networks known as 4G. It will go on sale in the U.S. on Sept. 21. Apple also refreshed the iPod Nano and the iPod Touch. Plus, it introduced a new type of headphone called EarPods, which are meant to fit comfortably in more people's ears.

? Sept. 24: Apple Inc. says that it sold more than 5 million units of the iPhone 5 in the three days since its launch, fewer than analysts had expected. The sales tally is a record for any phone, but it beats last year's iPhone 4S launch only by a small margin. Apple said then that it sold 4 million phones in the first three days.

? Sept. 25: Research in Motion Ltd. CEO Thorsten Heins says he is convinced that the company's BlackBerry phone is poised to regain its stature as a trailblazing device even as many investors fret about its potential demise. Heins took the stage at a conference for mobile applications developers to rally support for the upcoming release of BlackBerry 10, a new operating system that RIM is touting as its salvation after years of blundering. Investors appeared to be heartened by what they heard and saw. The company's stock gained 30 cents, or nearly 5 percent, to $6.60. That's still far below the stock's peak price of about $148, reached in June 2008.

? Sept. 27: Research in Motion Ltd. posts another large loss in the second quarter, but it's not quite as bad as analysts expected. The company shipped 7.4 million BlackBerry smartphones in the quarter, down from 10.6 million last year. RIM says there will be "continued pressure on its operating results" for the rest of its fiscal year.

Stocks advance amid growth hopes

Updated at 9:35 a.m. ET: Stocks advanced Tuesday as a pessimistic outlook from multinational manufacturer Caterpillar was offset by hopes the boost from central banks' stimulus will sustain economic growth and markets.

Just minutes before markets closed on Monday, Caterpillar Inc cut its 2015 profit outlook, warning that weaker commodity prices would result in a bigger-than-expected decline in demand, sending its shares down.

The news follows lowered forecasts by transportation companies FedEx Corp and Norfolk Southern.

"Caterpillar is another global-reaching firm that's speaking negatively to the pace of the economy, and with slowdowns in Europe and Asia this is something we should get used to," said Art Hogan, managing director of Lazard Capital Markets in New York.

In economic news, U.S. single-family home prices rose for a sixth month in a row in July, though the improvement was not as strong as expected, a closely watched survey showed.

Equities have rallied in recent months on expectations of stimulus from central banks around the world, and announcements of easing earlier this month from the Federal Reserve and European Central Bank have kept the S&P 500 near multiyear highs.

San Francisco Fed President John Williams said on Monday he expected the central bank to expand its bond-buying program next year to more aggressively combat the unemployment rate. He also expects the program to end before the close of 2014.

"Monetary policy has been enough to offset a lot of what we've been worried about lately," Hogan said. "It is acting as a backstop for corporate warnings and Europe fears and keeping us higher in a historically weak month."

The S&P 500 is on track for a 7.6 percent gain for the quarter, a rally largely tied to central banks' actions to stimulate their economies. After those gains, many market participants are looking for new catalysts to keep pushing shares higher.

Analysts said investors are probably now participating in "window dressing," where fund managers add some of the latest outperformers to their portfolio.

Paychex Inc reported a first-quarter profit that narrowly beat estimates, helped by higher revenue from its human resource services business.

Red Hat Inc reported a lower-than-expected adjusted profit as costs rose, and lowered the top end of its full-year revenue outlook on slow growth in its services business.

U.S. stocks closed flat on Monday as an index of German business sentiment declined for a fifth consecutive month in September, showing Europe's strongest economy was moving closer toward recession as the euro zone's debt crisis remains unresolved. Caterpillar's outlook further pressured sentiment going into the close.

BlackBerry maker plants seeds for comeback attempt

SAN JOSE, Calif. (AP) ? Research In Motion CEO Thorsten Heins is promising to restore the BlackBerry phone's stature as a trailblazing device even as many investors fret about its potential demise.

Heins took the stage Tuesday at a conference for mobile applications developers to rally support for the upcoming release of BlackBerry 10, a new operating system that Research In Motion Ltd. is touting as its salvation after years of blundering wiped out some $80 billion in shareholder wealth.

With BlackBerry 10 still four to six months away from hitting the market, Tuesday's gathering in San Jose, Calif. felt more like a revival meeting than a product preview. RIM, which is based in Canada, has been laying off thousands of workers to offset mounting losses after being outmaneuvered by iPhone maker Apple Inc. and other phone makers relying on Google Inc.'s Android software.

"We recognize the need for change," said Heins, who was promoted to CEO eight months ago as RIM's troubles deepened. "There is a new energy and a lot of fighting spirit at RIM."

RIM aimed its message of hope and resilience at an audience of app developers because those programmers hold one of the biggest keys to its future. The success of the iPhone has proven that a broad selection of apps that make smartphones more fun and convenient can help drive sales of the devices.

One of the BlackBerry's biggest shortcomings has been its relatively small inventory of apps. RIM says BlackBerry has about 105,000 apps, which pales next to the more than 700,000 apps in Apple's iTunes store. Google's Play store is stocked with more than 600,000 apps.

RIM is wooing app developers by offering them more tools to work with on BlackBerry 10 and offering financial incentives to persuade them they will make money on the new platform. The company told developers Tuesday that they can start submitting BlackBerry 10 apps for approval on Oct. 10. The new system already plans to feature built-in apps from four popular digital networking services ?Facebook, Twitter, LinkedIn and Foursquare.

As part of its attempt to win over more app developers, RIM played a humorous music video set to the tune of REO Speedwagon's "Keep on Loving You." Although the reworking of the tune drew laughter, the reference to a song released 32 years ago threatens to reinforce perceptions that RIM and BlackBerry have become relics in the rapidly evolving mobile computing market. Apple, in contrast, wrapped its unveiling of the iPhone 5 two weeks ago with a live performance by the Foo Fighters, a band that is still winning Grammy awards for its music.

In an effort to prove RIM is preparing for the future, Heins and other top company executives spent most of Tuesday's conference providing a glimpse at some of BlackBerry 10's new features. Phones running on the redesigned software won't be sold until sometime during the first three months of next year. Heins and other RIM executives declined to provide a more specific timetable Tuesday.

That means RIM's new software won't be available during the holiday shopping season, costing the company more sales during a period when millions of people are expected to be snapping up the latest iPhone, Android devices and even a new handset from another struggling mobile phone company, Nokia, which is tying its fate to Microsoft's latest Windows software.

Despite RIM's missteps, the BlackBerry still commands a huge following with 80 million subscribers. That's up from 78 million in early June. The company intends to share more details about its recent subscriber gains on Thursday, when it's scheduled to release its fiscal second-quarter results. RIM has lost a total of $643 million in is previous two quarters.

In Tuesday's presentation, Heins did his best to argue that the BlackBerry 10 will be worth the long wait. The software was supposed to be released this fall before Heins decided the company needed more time to make it work right.

"We are committed to making BlackBerry 10 an inflection point in mobile computing," Heins said.

The system is being designed to make it easier to find and use multiple applications simultaneously by swiping a finger across the phone's display screen instead of relying on the iPhone's system requiring people to press on a home button to switch from one program to the next. All notifications from various applications are supposed to be sent a nerve center known as the BlackBerry Hub.

In an attempt to cater to its main customer base of business users, RIM also promises BlackBerry 10 will offer more security features, better calendar management and more ways to connect with other workers.

RIM is retooling the software to adapt to the growing number of people who want a smartphone that can fulfill both their personal and professional needs. In an effort to make its phones better suited for this "bring your own device" phenomenon, the new system includes a feature called "BlackBerry Balance." That enables users to touch an icon on the screen to switch between two different menus of applications and services, one set up for personal activities and the other programmed for work.

"We are convinced this platform will shape the next 10 years as profoundly and as positively as BlackBerry shaped the last decade," Heins said.

Investors appeared to be heartened by what they heard and saw from RIM Tuesday. The company's stock gained 30 cents, or nearly 5 percent, close Tuesday at $6.60. That's still far below the stock's peak price of about $148, reached in June 2008. Back then, the iPhone was still considered to be a high-tech toy for affluent geeks and the first wave of Android-powered devices had not yet been released.

Type: Side Dish Recipe
Serve With: softened butter
Prep Time: 2 min
Cook Time: 12 min
Yield: 4 servings

Ingredients:

  • 4 corn cobs ? husked
  • 2 tbsp olive oil
  • sea salt ? to taste
  • freshly cracked black pepper ? to taste
  • butter ? softened; to serve with

Instructions:

  1. Preheat grill on medium heat.
  2. Husk corn on the cob and clean off corn silk.
  3. Coat corn cobs with olive oil using hands.
  4. Sprinkle with sea salt and pepper.
  5. Put on grill and allow to slightly char on eat side, turning frequently and monitoring to be sure the flames don?t fully burn corn.
  6. Remove from BBQ and serve with softened butter, sea salt and pepper as a side dish.

Waitrose to Launch Web TV Channels Aimed at Food Lovers

Food porn for the masses via Waitrose is set to arrive on a tablet, laptop or computer near you this Autumn as the retailer is working together with Red Bee Media to create Waitrose TV.

The plan is to provide content to inspire home cooks with 6 different channels of content. The Highlights channel will have new videos each week, and other channels will be dedicated to food, health, drink, ethical sourcing and seasonal events like Chirstmas.

Content will range from recipes, how-to guides and interviews. We?d expect it also acts as a fair promotional source for the Waitrose brand too, but if you?ve ever bought a supermarket magazine for the recipes, you?ll know that?s par for the course.

The project does have some top names from the culinary world to attract viewers. Expect to see Delia, Heston Blumenthal, Dhruv Baker, The Fabulous Baker Brothers, Silvana Franco and Sam Stern in the mix.

Bill Nye warns: Creation views threaten US science

LOUISVILLE, Ky. (AP) ? The man known to a generation of Americans as "The Science Guy" is condemning efforts by some Christian groups to cast doubts on evolution and lawmakers who want to bring the Bible into science classrooms.

Bill Nye, a mechanical engineer and star of the popular 1990s TV show "Bill Nye The Science Guy," has waded into the evolution debate with an online video that urges parents not to pass their religious-based doubts about evolution on to their children.

Nye has spent a career teaching science to children and teens with good-natured and sometimes silly humor, but has not been known to delve into topics as divisive as evolution.

Christians who view the stories of the Old Testament as historical fact have come to be known as creationists, and many argue that the world was created by God just a few thousand years ago.

"The Earth is not 6,000 or 10,000 years old," Nye said in an interview with The Associated Press, citing scientists' estimates that it is about 4.5 billion years old. "It's not. And if that conflicts with your beliefs, I strongly feel you should question your beliefs."

Millions of Americans do hold those beliefs, according to a June Gallup poll that found 46 percent of Americans believe God created humans in their present form about 10,000 years ago.

Nye, 56, also decried efforts in recent years by lawmakers and school boards in some states to present Bible stories as an alternative to evolution in public schools. Tennessee passed a law earlier this year that protects teachers who let students criticize evolution and other scientific theories. That echoes a Louisiana law passed in 2008 that allows teachers to introduce supplemental teaching materials in science classes.

"If we raise a generation of students who don't believe in the process of science, who think everything that we've come to know about nature and the universe can be dismissed by a few sentences translated into English from some ancient text, you're not going to continue to innovate," Nye said in a wide-ranging telephone interview.

The brief online video was not Nye's first foray into the combustible debate, but "it's the first time it's gotten to be such a big deal."

"I can see where one gets so caught up in this (debate) that you say something that will galvanize people in a bad way, that will make them hate you forever," he said. "But I emphasize that I'm not questioning someone's religion ? much of that is how you were brought up."

In the video he tells adults they can dismiss evolution, "but don't make your kids do it. Because we need them." Posted by Big Think, an online knowledge forum, the clip went viral and has 4.6 million views on YouTube. It has garnered 182,000 comments from critics and supporters.

It drew the ire of the creationism group Answers in Genesis, which built a biblically based Creation Museum in Kentucky that teaches the stories of the Old Testament and has attracted headlines for its assertion that dinosaurs roamed alongside Adam and Eve.

The group produced a response video featuring two scientists who say the Bible has the true account of Earth's origins, and that "children should be exposed to both ideas concerning our past."

Nye, who is prone to inject dry humor into scientific discussions, said Earth is about 4.5 billion years old.

"What I find troubling, when you listen to these people ... once in a while I get the impression that they're not kidding," Nye said.

Ken Ham, a co-founder of Answers in Genesis, said dating methods used by scientists to measure the age of the earth are contradictory and many don't point to millions or billions of years of time.

"We say the only dating method that is absolute is the Word of God," Ham said. "Time is the crucial factor for Bill Nye. Without the time of millions of years, you can't postulate evolution change."

America is home to the world's biggest creationist following, Ham said, and the $27 million Creation Museum has averaged about 330,000 visitors a year since it opened just south of Cincinnati in 2007.

Akin rebuilding Mo. Senate bid after rape remark

JEFFERSON CITY, Mo. (AP) ? Written off by many in his own party a mere month ago, Republican Rep. Todd Akin has been slowly rebuilding his Senate campaign after apologizing for inflammatory remarks about pregnancy and rape.

Now Akin is approaching a critical week that could determine whether his re-emerging campaign can gain enough momentum to put Missouri back in the battleground column as Republicans attempt to win control of the Senate from Democrats.

Tuesday is the deadline for Akin to get a court order to drop his challenge of Democratic Sen. Claire McCaskill. But Akin says he won't do so. Instead, Akin plans to ramp up his campaign. He's holding a fundraiser Monday with former Republican presidential candidate Newt Gingrich. He's addressing a potentially influential group of pastors Tuesday morning. Then as the drop-out clock ticks down, he's kicking off a statewide bus tour for his Senate bid that will include venerable conservative activist Phyllis Schlafly.

"I believe the state of the campaign is looking better and better," Akin said Friday after engaging McCaskill in their first debate and then rallying on the Missouri Capitol lawn with supporters of a newly formed women-for-Akin coalition.

Akin has apologized repeatedly since a TV interview aired Aug. 19 in which he suggested that women's bodies have a natural defense against pregnancy in cases of "legitimate rape." He has repeatedly rejected calls of top national Republicans ? including presidential candidate Mitt Romney ? to quit the race so the state GOP committee can appoint a replacement candidate. Yet some have doubted his resolve.

"There are a lot of donors who have sat on the sidelines and are waiting" for Tuesday's drop-out deadline to pass, said Rick Tyler, a former Gingrich aide who joined Akin's campaign as part of the re-building effort. "We are tilling that hard soil now ? that is, reaching out to people who could potentially give significant amounts of dollars."

Come Tuesday, "those donors are going to see that Todd's going to be on the ballot," Tyler adds.

Whether that triggers an avalanche of money for Akin remains one of the most important questions facing his campaign.

Akin already was starting from behind against McCaskill financially after spending all but a few hundred thousand dollars to win a contentious Aug. 7 Republican primary. After his rape remark, Akin lost the financial support of the Republican National Committee, the Republican senators' political committee and the deep-pocketed Crossroads group affiliated with Republican strategist Karl Rove. That zapped millions of dollars of planned TV advertising.

Since then, Akin has raised nearly $600,000 through a small-dollar, online appeal that has cast his candidacy as an anti-establishment crusade against both Republican Party bosses and President Barack Obama's administration. Former Republican presidential candidate Mike Huckabee has aided the Internet fundraising drive. But Gingrich's event Monday ? at $500 a person or $750 per couple ? will be Akin's first prominent headliner for a traditional fundraiser in at least five weeks.

"This is an act of conscience on my part ? I didn't like seeking a guy getting beaten up by the power structure," Gingrich said.

But Gingrich also is pragmatic.

"If the Republicans are going to win control of the Senate, they need Missouri," said Gingrich, who led the Republican takeover of the U.S. House in 1994.

Others also are considering coming to Akin's aid, including Sen. Jim DeMint, of South Carolina, who has built the Senate Conservatives Fund into a formidable fundraising organization for its favored candidates.

Republicans need a net gain of four seats in the November elections to take control of the Senate. But Republican-held seats in Maine and Massachusetts are jeopardy, and losses there would increase the number of seats the GOP must wrest away from Democrats. Missouri had been considered one of the Republicans' best chances for a pick-up until Akin's rape remark undercut his campaign.

Republican consultant John Hancock, who worked for one of Akin's opponents in the primary, said outside groups had been expected to spend about $15 million to support a Republican Senate candidate in Missouri. Even then, a Republican candidate likely needed to chip in $6 million or $7 million from his own campaign to offset the money from McCaskill and Democratic-aligned groups, Hancock said.

Under that model, a typical candidate would need to be holding about two, $500-a-plate fundraisers a week and as many as five, $2,500-a-plate fundraisers a month, including some out of state, Hancock said.

Gingrich's fundraiser is just one of many that Akin will need in the coming weeks. But if he remains close in the polls to McCaskill, those dollars could start coming a little easier.

"If you get to the first week or second week of October and the Missouri race is still unquestionably part of the equation for getting to 51 senators, then I would be shocked if outside money didn't come in," Hancock said, of the Republican strategy to win control of the Senate.

Akin doesn't expect to recoup all of the financial support he lost. That's why his campaign is focusing heavily on organizing grass-roots coalitions. Akin likely can expect a strong effort from his traditional base of anti-abortion activists and Christian conservatives, but he also needs the support of gun enthusiasts and business owners, some of whom backed Akin's rivals in the Republican primary, Tyler said.

This past week, the inaugural event by a new group of female Akin supporters drew about 300 people in the St. Louis area. A few days later, around 100 turned out for a similar event in Jefferson City, though they were countered by protesters who chanted "rape is rape" while Akin spoke to the crowd.

Julie Thomas, a mother of three from the Lake of Ozarks, said she took it upon herself to organize the women-for-Akin rally. She described herself as strongly "pro-life" and praised Akin as "a man with unparalleled character."

"Whenever he got thrown under the bus by his own party, I just said, 'uh, uh.' That was a tipping point for me," Thomas said.

Even as top Republicans abandoned Akin after his remarks, McCaskill insisted that she still expected a close Senate race. At their first debate Friday, McCaskill took on the role of a challenger ? striking first and furiously with accusations that Akin's positions are too extreme on contraception, Medicare, student loans and other issues.

"Our campaign is working hard and taking nothing for granted," said McCaskill spokeswoman Caitlin Legacki. "You can expect Claire to continue working as if she's running from behind."

As tensions grow over island dispute, Chinese navy receives first aircraft carrier

China?s first aircraft carrier was handed over Sunday to the navy of the People?s Liberation Army, state press said, amid rising tensions over disputed waters in the East and South China Seas.

The handover ceremony of the 300-metre ship, a former Soviet carrier called the Varyag, took place in northeast China?s port of Dalian after a lengthy refitting by a Chinese shipbuilder, the Global Times reported.

During the handover ceremony the aircraft carrier raised the Chinese national flag on its mast, the PLA flag on its bow and the navy?s colours on its stern, the short online report said.

A ceremony to place the ship into active service would be held sometime in the future, the paper said without elaboration.

The announcement comes at a time of heightened tensions over maritime disputes in the Asia-Pacific region, where China?s growing assertiveness has put it on a collision course with Japan, Vietnam and the Philippines.

China on Sunday also postponed a ceremony marking the 40th anniversary of the establishment of diplomatic ties with Japan, due to a noisy territorial dispute with Tokyo over the Diaoyu Islands, known in Japanese as Senkaku.

Tensions have also risen this year with Vietnam and the Philippines over disputed islands in the South China Sea.

Beijing confirmed last year it was revamping the old Soviet ship, and has repeatedly insisted the carrier poses no threat to its neighbours and will be used mainly for training and research purposes.

But numerous sea trials of the aircraft carrier - currently only known as ?Number 16? - since August, 2011 were met with concern from regional powers including Japan and the United States, which called on Beijing to explain why it needed an aircraft carrier.

Relations have sunk to their worst level in years as China and Japan spar over the islands in the East China Sea claimed by both countries and by Taiwan.

In the latest large anti-Japan protest in China, up to 3,000 people demonstrated Sunday in the southern city of Guangzhou, Xinhua reported.

Chinese Foreign Ministry spokesman Hong Lei said in a statement late Saturday that Japanese personnel had landed on the islands to stop Taiwanese activists from doing so, and China had protested strongly to Japan over the ?severe infringement upon China?s territorial sovereignty.?

A group of Taiwanese fishermen have said they will sail 60 boats to the islands on Monday to protect their fishing grounds.

Hundreds of people marched in Taiwan?s capital, Taipei, on Sunday to protest against Japan for occupying the islands.

Japan?s government purchased several of the islands from their private Japanese owners this month, setting off angry demonstrations across China.

Taiwan?s government has maintained a cautious approach to the dispute to avoid straining ties with Japan.

Common symptoms of multiple sclerosis comprise generalized fatigue, body weakness, sensations of tingling, burning, pain and numbness in the muscles, loss of dexterity and poorly coordinated body movement. Other common symptoms produced by multiple sclerosis are: vision problems, shaking of the limbs, spasms, convulsions, inability to maintain balance, dizziness, vertigo and confusion. In more advanced phases of disease, multiple sclerosis can also generate manifestations such as partial paralysis, renal and gastrointestinal problems.

Neuropsychological symptoms of multiple sclerosis generally occur in the incipient stages of disease, gradually amplifying over time. Such symptoms include inaccurate perceptions, decreased concentration, short-term memory loss (amnesia), reduced judgment and unexpected changes in behavior. A symptom that is commonly seen in patients with multiple sclerosis is depression. Persons with multiple sclerosis eventually become depressed and refuse any form of social interaction. Although depression and other similar neuropsychological symptoms are a common problem among patients with multiple sclerosis, medical scientists haven?t yet unveiled the exact origin of such manifestations.

While some groups of medical scientists believe that most neuropsychological symptoms are solely the result of impairments at the level of the central nervous system, others believe that they are a consequence of prolonged treatment. This second opinion is considered to be more accurate, as the psychological symptoms of patients with multiple sclerosis gradually ameliorate after the treatment is interrupted.

Zimbabwe city residents synchronize toilet flush

HARARE, Zimbabwe (AP) ? City authorities in Zimbabwe's second largest city said Saturday they were appealing to home owners to flush their toilets at a specified time as a way to unblock sewers after days of severe water rationing.

Bulawayo City Council has asked its more than 1 million residents to flush their toilets simultaneously at 7:30 p.m. when water supplies are restored. City officials say "synchronized flushing" is needed to clear waste that would have accumulated in sanitary facilities which will have been affected by days of water outages.

Bulawayo's two main supply dams have been drying up because of drought conditions prevailing in the arid, southwestern part of Zimbabwe, raising fears of worsening water shortages before the rainy season starts in November.

Synchronized flushing was first introduced to Bulawayo two decades ago at the height of a drought that ravaged the southern African nation.

Residents told The Associated Press late Saturday that they weren't "aware" of the new system the city council was proposing. They said the whole issue wasn't properly communicated to them.

Old water pipes have not been replaced in years which saw world record inflation before the formation of a coalition government between longtime President Robert Mugabe and Prime Minister Morgan Tsvangirai.

Power and water outages are common in Zimbabwe following years of political turmoil and economic meltdown.

Civic organizations said any moves by city authorities to solve water and sanitation problems dogging the southwestern province were welcome, but were also awaiting communication from them.
